The Ministry of Education, Culture, Research, and Technology (MoECRT) of the Republic of Indonesia has received funds from the European Union through Kreditanstalt für Wiederaufbau (KfW), Development Bank towards the cost of the rehabilitation works to upgrade a biosafety laboratory for virology diagnostics and the establishment of an Intensive Care Unit (ICU) for severe COVID-19 cases/Infectious diseases, including the procurement of Works designed by the Contractor (Design-Build of the ICU for severe COVID-19 cases/Infectious disease and the BSL3 laboratory for virology diagnostics). It is intended to apply part of the budget to subsidize the Design-Build rehabilitation works, as well as the supply of goods.

The Project Executing Agency is the Ministry of Education, Culture, Research, and Technology (MoECRT) of the Republic of Indonesia (as “The Employer”).

The goal of the project is to upgrade the UNHAS Hospital buildings in Makassar by improving hospital care services and facilities including diagnostic and treatment capacities of the hospital and by improving the training capacities for medical professional staff, with the objective that more people have access to quality diagnostics and appropriate intensive care treatment, if necessary of COVID-19/Infectuous diseases This is to contribute to establishing of adequate medical services in Makassar and its catchment area and hence to contribute to an improved health situation for the indonesian population.

Therefore, the MoECRT seeks Works designed by the Contractor (Design-Build) for the modernisation of the existing ICU to be upgraded to the new ICU for severe COVID-19 cases/Infectious disease wards and for the modernization of the existing laboratory for virology diagnostic to be upgraded to the BSL Level 3.

The Employer intends to assign a Contractor for the following:

Procurement of Works designed by the Contractor: Design-Build of the ICU for severe COVID-19 cases/Infectious disease and the BSL3 laboratory for virology diagnostics.

The existing area on the 3rd floor (Building EF, between axes I-P and 6-9) to be upgraded to the new ICU intensive care unit (ICU) for severe COVID-19 cases/Infectious disease wards: Design and Build of Civil works and MEP works, to be approved by the Employer and subject to No-Objection by KfW.
The existing laboratory on the 6th floor (Building A, existing laboratory for virology diagnostic ) to be upgraded to the BSL Level 3: Design and Build of Civil works and MEP works, to be approved by the Employer and subject to No-Objection by KfW.
The Applicants shall make themselves familiar with the context on the Site and scrutinize the physical conditions on the Site to submit comprehensive Prequalification Documents for the Design-Build rehabilitation works to upgrade a biosafety laboratory for virology diagnostics and the establishment of an Intensive Care Unit (ICU) for severe COVID-19 cases/Infectious diseases.

The Ministry of Education, Culture, Research, and Technology invites sealed Prequalification Documents from eligible Applicants for the Works designed by the Contractor (Design-Build of the ICU for severe COVID-19 cases/Infectious disease and the BSL3 laboratory for virology diagnostics). Applicants may apply only for Design-Build Works as one single lot.

A complete set of prequalification documents is available to interested Applicants as download from the Employer at https://rsp.unhas.ac.id/tender-construction-minor-renovation-icu-covid-laboratory-bsl3/ until the last date of tender submission.

All interested Applicants who received the prequalification documents from either the Employer or the address given in the notice of the GTAI (German Trade & Invest, website www.gtai.de) must register their interest to participate in the prequalification, at the Project Implementation Unit Office, Hospital Hasanuddin University (UNHAS) Makassar, Building BCD, Floor 3, Ruang Pelatihan dan SDM, Hasanuddin University Hospital, JL Perintis Kemerdekaan Km 11, Pintu II Unhas, Kecamatan Tamalanrea, Kota Makassar, South Sulawesi, Republic of Indonesia, Email: grant_rsuh@rs.unhas.ac.id and cc: indahusman@gmail.com and Christian.jaminon@gic-group.com to by means of letter or email to allow inclusion of all such Applicants into any correspondence during the tender process. The documents received from the Employer are not transferable.

Prequalification Documents must be delivered to the address indicated in the clause ITB 22.1 of the bidding document on or before Monday, 07 August 2023 at 10:00 am CIT. Late Prequalification Documents will be rejected.

In a public session, the Prequalification Documents will be opened in the presence of the Applicants’ designated representatives.

Design-Build rehabilitation works of the Intensive Care Unit (ICU) for severe COVID-19 cases/Infectious disease at the 3rd floor of the building E, F and the existing biosafety laboratory to be upgraded to BSL3 for virology diagnostics at 6th floor of the building A of the Hospital Hasanuddin University (UNHAS) in Makassar has to be executed by a firm or entrepreneur eligible in accordance to the criteria listed in the bidding documents in accordance with the legislation applicable in the Republic of Indonesia.

Among the eligibility criteria, the minimum required level of similar experience will be to have successfully carried out a minimum of at least two (2) similar contracts (i.e. design OR construction OR rehabilitation of Hospitals OR Laboratories OR Health Care Facilities), satisfactorily and substantially completed as a prime contractor, joint venture member , management contractor or subcontractor between 1st January 2013 and application submission deadline of a minimum value of EUR 840.000,00.
